Programme Timeframe

The development programme covers the period from 2004 to 2020, to match the planning horizons of both the Jiangsu Provincial Tourism Master Plan and the Changzhou Tourism Master Plan. The programme is divided into three phases covering the period up to 2020. A Short-term Action Programme for the period 2004 to 2008 identifies priority actions required to launch the development as well is initial components of the resort. A mid-term programme covering the period 2009 to 2015 seeks to consolidate the first phase of the development by supplementing additional facilities, attractions, and accommodation in the development area. The long-term programme, covering the period 2015 to 2020 covers the final phase of the development and envisages the completion of development up to the carrying capacity limits identified by the Consultants.

It is envisaged that the holiday resort area will be implemented predominantly by private sector capital under the coordination and control of a public body, the Dragon Bay Development Company. The successful implantation of the development will be in large part be dependent on a high degree of coordination in the implementation process to ensure the timely provision of infrastructure and facilities. This development programme will, however, have to be demand led and responsive to changes in levels of demand and newly developing market segments. In recognition of this need for flexibility an ongoing review process for the development programme has been outlined.

The Outline Development Programme, by phases, for the Wujin-Taihu Bay Holiday Resort Area is set out below in Table 10.1. This programme indicates the major policy actions and construction projects to be undertaken through the three phases of implementing the resort plan, from 2004 to 2020. It must again be stressed that this implementation process should be subject to rigorous interim review, in 2008 and 2014. These reviews would assess and modify plan content and objectives in the light of evolving market conditions for the resort area.
